In the latest of Dreamweaver, that is how it is. 'Modello HTML' refers to the Dreamweaver template system which will give you a template to start the template - if that makes sense. If you click 'Modello HTML' a second time you will see what I mean.
If you want to start a new HTML document, you will need to choose 'HTML' at the top of the list and then choose the Bootstrap framework or none.
