First make sure you uninstall and reinstall Premiere Elements after you upgrade your operating system. Version 10 is a 32-bit program and will not be able to take advantage of Windows 10's advanced architecture.
Also ensure that you have the latest version of Quicktim installed, per the program's requirements.
If you have trouble running Premiere Elements 10, set it to run in Compatibility Mode. It should run just fine -- just not as well as the newer 64-bit versions of the program.
Thank you! One question, my computer is 64 bit, and Premiere 10 was working fine while it was Windows 8.1.
It is a Dell computer bought in December 2014, so 14 months old, and came with Windows 8.1 installed. I purchased Photoshop / Premiere Elements 10 at that time, and it worked fine till now. I don't know for sure that it is the upgrade to Windows 10 that caused the problem; it just seemed the likeliest suspect.
Since it was running all right on a 64 bit computer before, do you still think an uninstall/reinstall would solve the problem?
