I have already read all items about problems, but I don't understand: why there is an information about payment in the Plan information, but I can't load the products. Clouds doesn't want to load application, but wants me to pay again!!!

it could probably that the host file is damaged,
You can fix the host file , by downloading the Adobe CC Cleaner tool from https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
There is an option of Fix host file.
Once done please rename the SLCache folder as SLCache.old from thr below location
Win :- C:\Program Files (x86)\Common Files\Adobe
Mac- Library\Application Support\Adobe
