But my main problem is that when I try to drag the body, the head is not attached.
I tried applying a dragger handle to the entire puppet, but am unable to because it says "Select a puppet with image content first."

Ah ok, got it. So I think the reason that's happening is because the body turn groups were all warp independent (with the + in front). By doing that, it's essentially saying they should move independent from everything else. When I changed them to not have a +, it seemed to work okay.
I also set the puppet mesh to contour, which seemed to help a little bit with the way he warped. More info on that here: https://youtu.be/NXvfQfrLZBw?t=7m40s
I noticed you have a lot of attach.to stuff for the side arms - yeah, this is really complex right now and will be better/easier in the future. Your best best with the side views at this point may be to either a) have the default position of the arm be outstretched and exaggerated to allow for more bending that doesn't bring the body along with it, or b) use cycle layers w/ triggers to do certain motions, like raising/lowering the cigarette to the mouth.
For the second issue, try changing the layer selected on the left list and see if it lets you do draggables then. I would try to put my draggable handles as close to the actual thing I want to drag as possible - so the group that contains that body/arm art.
