In the preferences of Acrobat Reader disable the protection mode.
I have run into the same issue, and it is very frustrating, never mind how impractical and unproductive it makes normal work!! My machine is running windows 7 professional SP1 and running Acrobat DC 2015.020.20039. This 'unable to simply save a file in its current location' only started after the upgrade to this version.
This is the only post i have found addressing this specifically. So hopefully this helps you and/or someone else down the line.... i have since downgraded to Acrobat Reader 10.1.4 from oldversion.com. So far it has been a far better option than the latest version of Reader DC.
Adobe, please fix this or let us know what the secret handshake is to fix it!
Did you try Bernd's advice from earlier?
Yes i did go through and disable protection mode. I also tried a number of combinations in the preferences before downgrading. Please let me know if there is another tried method.
