Could you please share the event viewer crash logs so that we can get to know the cause of the crash?
Refer this article for steps : Photoshop Elements Editor Help | How to Find Crash Logs on Windows
Then if you have rebooted your PC and the same thing happens, and this something new (Just started recently) it sounds like a hardware problem, possibly RAM. Run Memtest 86 overnight to check the RAM.
Not sure if this is what you're looking for. The Event Viewer was slightly difference than the link so I did my best guess. let me know.

Thanks for sharing the logs.
Do you have your phone or any other device connected to the machine while importing?
If yes, disconnect it and then try to import in Lightroom.
No other device
Well, let me restate that. There were two USB chords in their ports but were not being used. And actually, I just tried the import again and it's working. Have no clue what is happening but as of this moment, it did the import I was trying to do from the start. If there is any "fix" for this problem it may be worth posting still as the problem may come up again.
Did you remove those USB chords?
I believe that could be the cause.
Yes, I did. Weird since we usually have phone or kindle charging. Will keep in mind next time. Thanks for the help.
yes, removing those fixed your issue.
Glad to help
