Nope. You could use Draft 3D, though, which simply ignores all lights. Otherwise toggle the visibility of the light layers. An expression on the light intensity might also do:
It doesn't really turn off the lights, though and they still evaluate, so this only works in specific cases or else you just end up with a completely black comp.
If you make the layer colors all the same for all of your lights then you can right-click on any of the lights Color icon and select all layers in the group then just click the eyeball.
Just want to move things around faster without seeing what they're doing then you can just turn on draft 3D.
