The Canon 70D requires at least Lightroom 5.2. You will either have to use the DNG converter or else upgrade your software. The T3i Requires at least Lightroom 3.4.1. How are you able to work with Lightroom 1?
Even though all Canon DSLRs use CR2 for the file extension of the raw files, just as all Nikon DSLRs use NEF for all their raw files, each camera model uses a different file format to store its data. Thus, each time a new camera is put on the market, new software is needed to read its files.
Your Canon T3i is supported by Lightroom 3.4.1 and Adobe Camera Raw 6.4.
The newer Canon 70D needs Lightroom 5.2 and ACR 8.2.
You would need the DNG Converter version 8.2 or higher. Or as stated, upgrade to a version that can handle the RAWs from your camera.
