Have you restarted LR and even your computer?
You have to have a image from the camera you made the profile for displayed for that camera profile to show up. I have custom profiles for the Leica M8 and if I have a Fuji X-E2 image displayed in the Develop module those M8 profiles aren't listed.
Also the file extension for profiles is .dcp. Do your profiles end with that extension?

What camera are you using?
Are you viewing a raw file from the camera?
I'm using a Sony A77, and I always use raw files.
If I put the A77 profiles downloaded from the link you supplied, earlier, in a subfolder of the CameraProfiles folder for the user I'm logged into, then I can see them in Lightroom if the current photo is a raw file from the A77:
Is your current photo from an A77?
Is your current photo an ARW (raw) photo?
Is the AppData/Roaming/etc folder path for the same Windows user as you're logged in as, currently, or have you created a new user?
If this is still a mystery, can you share one of your raw photos with us, one that doesn't show the expected profiles? Use www.dropbox.com and post a public share link, here.
I've been testing, when I use another catalog, I don´t have any problem, it works fine.
The problem is only with the current catalog, I don´t Know where is the problem, but since it works fine I´ll make a new catalog.
