The answer is always no, Adobe does not offer "make your own" plans
Adobe offers two plans
-Special Photography Plan includes Photoshop & Lightroom & Bridge & Mobile Lightroom
-the entire Cloud http://www.adobe.com/creativecloud/catalog/desktop.html
Adobe also offers single apps for $19.99 per month.
Give your head a shake dude. Why would I pay $20/month/ app, for 6 apps??
Lets work out the math here....
6 apps X $20 = $120
Why would I pay $120/month when I can pay $50/month and get more apps? (even though I wouldn't use them)
Adobe makes awesome products, but reasons like this is why there is so many bootlegged copies of them out there. Whatever happened to buying a product and that is it? Not paying per month for something?
Adobe, you need to make a few more buying plans available. And even cheaper too. Half of what you are currently charging would be plenty.
John T said Adobe offered two plans and all I did was add that they also offer single app plans. I didn't say you should go one way or another and I realize that, of course, if you want more than one or two apps (other than the Photography plan), the costs would pile up quickly.

You're unlikely to get one. They rarely comment on these types of questions because everything they've got to say is found on the Cloud plans page.
The simple answer: if you need 3 or more apps get the All Apps plan for $50/month.
