Please refer Lightroom: Asking for serial number each time it's launched | Photoshop Family Customer Community and follow the steps mentioned.
Also the solution mentioned in the thread Lightroom 3 asks for serial number launching in non-admin account should apply here,so try it and let us know if that helps.
What it sounds like is you have installed the Creative Cloud version of LR 5. With LR 5 there was 2 separate versions. One for the Stand Alone perpetual license and one for the Creative Cloud subscription service.
Make sure you have the Stand Alone version installed. You can get the correct version from the Adobe Product Update site (I'd post a link to it but then this post would get moderated and not appear until it was approved. So do a Google search for Adobe Product Updates).
Sorry but wrong. As I stated in the very first thread it is stand alone.
However with the help of the twitter group we solved the problem.
I am using windows 7/64. When I installed the software I used the first Lightroom install app. It installed fine but first had to determine if it was 32 bit or 64 bit. The install continued with 64 bit install. So all my attempts to uninstall the corrupt files I concentrated on 64 bit. Then someone suggested I look in Program Files (x86) in Common Files and there was the culprit. A serial number db file that had been installed in September 2015 at my original install. I deleted it and reinstalled the software using Setup64. It has worked since.
You guys were all wrong. See the thread.
