I have found a rather inconvenient solution, it involves going to the install location of the file -> Right clicking the .exe file -> properties -> compatibility -> Run compatibility troubleshooter -> click troubleshoot problem on the next pop up -> click the program worked on earlier version of windows... -> click I don't know -> click test program -> on task bar a popup will appear click it and hit yes or whatever pops up, and it will now run...... but you have to do this every single time and if you want to download something go to file add to library and locate your file... this is really inconvenient and kind of frustrating but at least there's a way to go about it hope this gets fixed...
