Assuming that you were able to enter the serial number and then sign in:
If it is in the project, delete the preview (Media Cache) files. If it is in the exported video, you can't and will have to export it again.
Meantime, also go to the folder where you keep your project files (.prel) and delete the Adobe Premiere Elements Preview Files folder.
If you've stored your .prel project files in several directory folders, you'll need to delete this Preview folder in each folder.

Are you saying that a brand new project is showing the Created By banner? If so, you haven't yet fully activated the program.
Removing the preview files will get rid of the banner on previews created by the trial version. But if you're still seeing this banner on NEW projects, then the program still thinks it's using the trial version.
If you've put your serial number in and logged in with your Adobe ID (and it shows you logged in under the Help menu), then something is wrong somewhere. You can try uninstalling and reinstalling the program -- but you may need to contact Adobe Customer Service's chat line and work through your installation.
