It also depends on how much you want to customize the menus.
You can do a lot to the existing templates using just the Movie Menu Adjustments workspace including change the background and change the fonts and colors of the text.
But, if you're looking for step by step instructions for creating your own custom menu templates, I spend a large portion of a chapter of my "Muvipix.com Guide to Photoshop Elements & Premiere Elements 14" book (available on Amazon) explaining how -- and the little things you have to do in order for them work.

Well, as I said, the process is so complicated that I couldn't begin to describe it on a forum. (Even if you edit the template, you need to lay out the folder directory correctly or Premiere Elements will delete your work.) But i do cover it in depth in my book.
