Could you please let me know the exact version of Lightroom installed on your computer ?
Also did you try to uninstall and reinstall the application on the computer once ?
Just downloaded LR CC today. Everything else from new LR version shows except dehaze.

"Just downloaded today" does not tell us the exact version. You need to be running at least Lightroom CC 2015.1. If you are at that level or newer, the filter is at the bottom of the Effects panel.

Unfortunately, the trial version is still at the original release of Lightroom CC 2015. That means it's necessary for you to immediately perform an update in order to have the most current version on your system. Once you do the update you should see the filter.
When I do updates in LR CC it brings me to the trial window.
How do you tell what version of LR CC your running?
as far as I can tell I have the latest LR CC version. It should be, it was just downloaded from Adobe website today.
The link you sent just takes me to the trial window when I click update
I think I see problem, it says expired trial. I've not done trial before. Today is first time.

You have already told us the version you are running. It's the original release of Lightroom CC 2015. If you installed the trial version you should also have the creative cloud application manager installed. Close Lightroom and open the application manager and you should see an option to update. If that doesn't work, then download Lightroom CC 2015.4 from the link that was provided above and install it manually. Camera Raw 9.0 did not have the filter. You have got to update before you will have all the features Lightroom has to offer.
I can't find Application Manager
Still can't find application manager.
Tried direct linl update, said update failed.
Updated Application Manager per the link on failed update.
Still can't find Application Manager and Update still fails.
I'm using Windows 10, so this may not apply. I never it had the "privilege" of using Windows 8. In my system tray there is this little icon that I can click on that will open the Creative Cloud Application Manager. You might also be able to find it under programs in your start menu.
It is the icon with the red square around it.

No App Manager icon in windows 10 tray.
I did a search for "Creative Cloud" in programs and found the App Manager and updated LR CC.
I had been searching for "Adobe" and "Application Manager", which explains why I couldn't find App Manager.
Icon is now in tray. dehaze slider is present.
