One possibility is if you export some mc for ActionScript in first frame. It causes delay.
That is because at this point in your testing your preloader content and
code is 80% of the total bytes in the movie so that is loaded before the
preloader starts working. As you add more content to the movie the
percentage should drop.
Or if you have substantial content in the movie then you have a serious
coding or design problem such as having some of the content within the

If you are using Flash 7 or 8, then you will need to set "Export frame for classes" to something other than "1" and make sure that you have deselected the "Export in first frame" checkbox for any components/movieClips in your library. Then you will have to make sure that you place a copy of each one that is not already in your movie on the frame you selected as the Export frame for classes. This is covered in the Help files. Search for "preload", from the results click on the "Preloading class files" link.
If you are using 6 or earlier then you will have to create a separate file that preloads you main movie into a _level, then you will get all of the it read in from 1% on. If you do a search on this forum for preloaders you should find mulitple solutions.

on my first frame i have the script for the preloader and nothing else, on my 5th frame i have couple of moveclips and an include .as file statement for my actionscript....in this script i call many movieclips that are loaded from my library using attach movie....
