Things to try:
(1) Restart your computer. If that doesn't work...
(2) Quit InDesign In the Creative Cloud desktop app in the menu bar, click the "gear" icon > Preferences > General. Sign out and sign in again with your Adobe ID. Reopen InDesign.
Creative Cloud app actually has several processes happening. Sometimes one of them is stuck.
Go to Applications > Utilities. Launch Activity Monitor. View My Processes. You should see several processes like CCLibrary, Creative Cloud, Core Sync, etc. which have the CC icon beside them. Select each one and click Force Quit at the top of the panel (the X icon).
After quitting all the processes, relaunch Creative Cloud (Applications > Adobe Creative Cloud).
See if that works. If that doesn't work, I'll send you to a forum where the tech geniuses are.
