Can you post a picture of the program on your computer so we can see what's up?
I've tried uninstalling Premiere and Re-installing and that didn't work.
I've never seen this problem problem before in any version of the program. My guess is that it's operating system related. (Have you EVER been able to open this window, or has it never worked?)
Here are a number of things to try:
1) Launch Premiere Elements while holding down the Ctrl+Alt+Shift keys on the LEFT SIDE of your keyboard. You should get a warning that the program is going to change your computer. Okay that.
2) Go to Windows Update. Version 7 only installs critical updates automatically. Manually make sure that you have EVERY update available, even the non-critical updates.
3) Go the the nVidia or ATI web site and install the latest drivers for your graphics card.
4) Ensure you have the latest version of Quicktime from Apple, per the program's requirements.
Unfortueatly none of those worked. Updated my nvidia drivers, Window 7 updates and still no assets window. I've seen others have have this problem.

You can try uninstalling, running the free registry cleaner CCleaner, then reinstalling -- but if that doesn't work, I don't have a clue.
