Version of InDesign? Operating system?
I'm using InDesign CC 2015 on a machine running Windows 7
Even though InDesign may be logged in, you may need to log out an log in in the Creative Cloud desktop app.
In your task bar, click on the Creative Cloud icon > "gear" icon > Preferences > General. Sign Out, then Sign in with your Adobe ID. Then try again with Publish Online.
Steve, Thanks for assisting me. I believe I have followed that process...log off InDesign > log off CC ( as you described, gear, preferences, general, sign out, ect) launch CC > log in > launch ID from CC > Log in to ID.
When I mouse over the publish online button in the header, I get a pop up with a 'Try Now' button and a 'Learn More' button. Clicking on the 'Try Now'button I get the '...log into CC' pop up. When I go to File > publish online I just get the log in message.
I'm not in front of that machine so I will have to retry everything later.

InDesign is out with a new release recenlty InDesign 2015.3. In this release, you will be shown more appropriate message and the error code for the Publish Online sign-in, sign-out error.
Also, if user has to take any necessary steps to start publishing the document, will also be shown at the same time.
So, I would recommend you to get the latest update of InDesign and see what error have you got.
If you face any error in resolving it. Please let me know the error code or share the screenshot of the error. I will be happy to assist further..

Steve, I was able to correct my problem with a combination of clearing ID preferences and following your instructions. Tried your process first but, no change. The I cleared the ID preferences then your process and everything is working! THANKS! and Thanks to Monica Singh for offering her assistance as well. I'm looking forward to working with and learning InDesign.
