Try starting up Premiere Elements while holding down the Ctrl+Alt+Shift keys on the LEFT SIDE of your keyboard. Hold them through the entire program startup -- until you get a notice that a program is trying to change your system. OK that change.
If that doesn't work, something is buggy on your system. I assume your Windows 10 is 64-bit. Have you ensured that you've also installed the 64-bit version of Premiere Elements? Or if your Windows 10 is NOT 64-bit, have you ensured you have NOT installed the 64-bit version?
Meantime, you may want to run Disk Cleanup and Disk Defragmenter. A newly installed operating system leaves a LOT of junk. And for good measure, run CCleaner, a free download.

I am running Win10 64 bit and the 64bit version of Premiere Elements.
I have done a clean install (from a fresh download) with the same results. I have also defragged etc.
Any other suggestions?
