If you are creating an Actionscript file, then you can set any sound file in the timeline to Stream in the Properties window. This will allow you to scrub the sound and/or to play the timeline from a point in the sound file.
If you are creating an html5 file then this option is disabled.
i tried this and it did not work. i went into file, publishing settings, set audio stream and audio event to mp3 80 kps mono and the file was action script 3.0, was there something i did wrong?
The publishing settings are for how much sounds is compressed. The Stream settings is in the Properties panel. Select the sound in the timeline, and then set the sync to Stream in the Properties panel.
Those people you saw hovering over the timeline were actually dragging the playback head position.
