It depends on what you are animating. Suppose you have a standard web page, but you want the elements of the page to move around in interesting ways (for example, a tall parallaxing scrolling page), Edge might be the right choice. But if you wanted to make a fixed size character animation, or even a game or activity, Adobe Animate would be a better choice.
Okay. So I can still get Edge?
That's a harder question to answer than it ought to be. Adobe seem to have dropped easy access to Edge Animate, but if you read this page you can find a direct link:

Once you are apparently logged into Adobe, you can then use the direct link to get Edge Animate.
I can find Edge easy enough. What, in your opinion is the best programme to achieve this Parallax Scrolling Made Easy (Adobe Edge Animate Online Week, Episode 9) - YouTube I know he's using Edge but can this be achieved in Adobe Animate?
