The easiest thing to do would be to make a particle system where the particles only live for a frame or two and have those particles look like a camera flash bulb going off.

I put about 400 different layers of particles in the shot, (every frame) to look like they are standing in front of a large crowd....
Some sections work great, on other sections there is a giant large light filling the screen that are NOT suppose to be there.
All the particles are the same dimensions, so I am not sure why this happens...
I tried isolating only those key frames that had the giant large lights filling the screen and delete those, but that made it worse... I tried deleting every other key frame and that made it worse...
Does anybody have any ideas as to why this is happening?
Could you please share an example?
