How did you add this filter to Premiere Elements?
Is it a third-party plug-in effect? If so, why makes it, and do they not offer instructions on using their effect?
My apologies, Terry. I've never worked with that effect and didn't recognize it. This is a tool for creating an animated line, like when something is being handwritten across the screen.
In my opinion, it's a bit clunky. But, with some effort, it does create an animated line.
You'll find step by step instructions for using this tool in the program's Help.
Basically what you do is place the program's CTI playhead at the beginning of your clip, open the effect in the Applied Effects panel and set the Brush Position (which will be represented by a little dot with crosshairs on it) at the spot on your video you'd like your animation to begin. Then click the Stop Watch at the top of the Applied Effects panel to open the keyframe control workspace and click the Stop Watch icon to the right of the Write-On listing to start the animation. (Initial keyframes will appear on the keyframe control timeline.)
Move the playhead and change the Brush Position. A new keyframe will be created and your dot will become a line. Move the playhead again and change the Brush Position again. Continue moving the playhead and changing the Brush Position to build your animated line.
I think you can see why I'm not a big fan of this effect. It works -- but boy does it take a lot of work!

Yeah, it's very clunky and unresponsive to work with. I wish Elements would adopt GPU acceleration.
