'caps lock' on with 'shift' doesn't result in lower case letters

Hey guys. This is a problem in Indesign CC—it didn't exist in CS6.

We know that holding 'shift' causes letters to be upper case if the 'caps lock' is 'off', which is default. And the reverse is also true—'shift' will cause letters to go lower case if the 'caps lock' is 'on'. This second bit doesn't happen in CC, only the first bit happens.
