What operating system are you using? When did the program last open for you?
Try holding down the Ctrl+Alt+Shift keys on the LEFT SIDE of your keyboard as the program launches. You should get a warning that this will change something on your computer. OK this change and see if this clears out your corruption.
My OS is windows 7, and it was working on february 15th. And when I needed to use it again on march 13th it hasn't launch since.

When you say "nothing happened", do you mean that you did not get an indicator warning you that you were going to change something on your computer? If not, you did you do it right. Here's how to do it manually.
You don't say if you're using the 32-bit or 64-bit version of Windows 7, but that may effect where this file is located. But first open Windows' Folder Options and, under the View tab, ensure that Show Hidden Files is checked.
Then go C:/Users/[Username]/AppData/Roaming/Adobe/Premiere Elements/13.0 and delete the Adobe Premiere Elements Prefs file.
It's a 64 bit.
I deleted the adobe premiere elements prefs file. And now when I try to launch it I have a message telling me to update Intel Graphics 3000. So now I am trying to update it but it is not easy
