You forgot to sign out before removing from the old Laptop.
You should be presented the option to sign off all other signed in installations, don't you?
Use that and then simply sing in again from the ones you need.
I dont have the cc version, so someone from Adobe must remove the activation. i tried to contact Adobe, but the guy on the chat can't help me

Leave it for 48 hours and then deactivate (sign-out) all instances during installation on the new laptop.
This will wipe everything; so you can start over.
Then activate again on your new laptop and one other machine.
Thank you , but I do not have the cc version and can not log out . During installation ( with DVD ) I enter the serial number. Then de software automatics activates at Adobe. On startup I get the message that the version is installed on other PCs and I have to deactivate one . However, this PC is sold ( first emptied ) . So I can not therefore deactivated .
I've done this afternoon , but they do not understand the problem. Everyone at Adobe only thinks in the cc version i think.
Sorry you are experiencing these problems. I suggest you try chat again. Be persistent and if the Adobe agent tries to end the call (they are assessed on time taken to resolve problems) insist on speaking with a supervisor.
You should be logged out now from all activations.
You can activate (sign in) on 2 installations concurrently.

I'm experiencing the same issue with my Lightroom 6 permanent license.
I've activated my Lightroom license on one PC and one notebook.
Now my old notebook is out of order and I'm not able to deactivate the license.
In the last few days I've installed Lightroom on my new notebook but I couldn't activate a new license because I've too many licenses already active.
I've contacted the customer care twice but they told me that the problem is not related to the license and they can't deactivate the license anyway.
From their point of view the issue is linked to the package I'm using for software installation.
They suggested me a new link to download the software but I've obtained the same package I was already using (Lightroom_6_LS11.exe).
We have a deadlock here.
How can I deactivate the license without accessing to the Lightroom installation?
