I've updated my OS X to El Capitan and my creative cloud application manager won't load up any of my Apps (either to install or uninstall). I only get the circulating blue bars. I've read through many forums on this issue now and most seem to say it's related to a conflict with older versions of Adobe apps on my system, so I've tried to wipe them by downloading the Adobe Creative Cloud Cleaner Tool. https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
But, for some reason I can not open that app. The dmg seems to mount but the program itself won't open. It bounces on my dock for a bit, then eventually shows up as "not responding".
Has anyone else had this issue?

1- Please check if you have any browser security extensions installed, please disable them. ( Eg: AD BLOCK, Mcafee site/web adviser, internet security toolbar etc )
2- Also disable the Firewall of your machine see, Turn Windows Firewall on or off - Windows Help , OS X: About the application firewall - Apple Support
3- Disable Firewall of the Internet security program installed on computer.
4- After this Sign out of Creative Cloud app Sign in and sign out to activate Creative Cloud apps
5- Go to : Apple Icon > System Preferences > Security & Privacy > General > " Allow apps downloaded from " change this to ANYWHERE ( To make these changes click on the Padlock in the left bottom corner of this window and enter your computer password, these are temporary changes)
6- Force Quit all Adobe related processes from Activity Monitor / End Task from Task Manager in the same sequence as mentioned below:
7- Launch Creative Cloud app and sign in
