There's no reason version 14 should have a problem with this file. (I'm assuming you're adding the actual MPEG to a new version 14 project -- NOT opening your version 11 project in version 14, right?)
The biggest challenge is that this video clip is over 3 hours long! It could well be that version 14 is, for some reason, choking on the file. Which does not indicate a bug in version 14. Versions 11 and 14 use the same process to conform video and audio files -- but something on your system is not allowing it to grab a huge chunk of read/write file area on your hard drive.
That said, the easiest solution is to output that video as, say, 6 half-hour chunks from version 11 using Publish & Share/Computer/AVI with the DV preset.These DV-AVIs will drop right into your new project and easily conform.

Yes, I'm opening it on a brand new 14 version project.
I must fix this problem. I don't want to use version 11 on a different computer.
I can see that version 14 only "Index" the video and not "conform" it. Could that be a reason?
Have you broken your video into 30 minute segments -- or at least tried it with an under 30-minute segment rather than jumping right in with a 3 hour segment, just to see if that works?
I have other video files with the same codec that is short ca 15 and 30 minutes and it has the same problem.
But video files from my digital camera works fine. It is just video from usb video VHS grabber who is the problem, but Premiere Elements version 11 have no problem. Could it be codec missing? - I have re installed Premiere Elements 14 -3 times now.
I don't know why one version of the program would have a problem and an earlier version would not. There must be more going on here, but I'm not sure what to suggest.
It looks like Movavi has a video editor designed to work with video captured by this device. It might be best to work with it or to work with it in the version of Premiere Elements that can handle it.
