Is the Photoshop app recognized in prefs ?
Lightroom >> Preferences >> External Editing (tab)
Does it work if you right-click (control-click) on a thumbnail and choose Edit in ?
It is recognised. It doesn't work even if I right click. I tried creating a brand new catalogue too. No change.
Are you running OSX 10.11.3?
Have you updated the OS recently?
Does it make any difference if Photoshop is launched and already running in the background?
What happens if you select two photos and choose:
Photo >> Edit In >> Open As Layers in Photoshop

I haven't updated the OS lately and the problem has been there for a long time.
It doesn't make any difference if Photoshop is open in the background or not.
If I "Open as layers" - same thing, Photoshop opens, nothing loads.
Have you upgraded to PS CC 2015.5 from the Apps tab in Creative Cloud?
Use the advanced options if you don’t wish to automatically remove older versions.
Start by quitting Lightroom and Photoshop. After updating Photoshop, re-launch Lightroom and it should automatically recognize the newest version of PS.
You may need to create a new dock icon if that is how you normally launch PS.
I have uninstalled all creative cloud apps. Deleted all preference files, deleted all application support files, run the clean up tool from adobe. Repaired my disk permissions. Reset my ACLs. Reinstalled everything from scratch.

I have this same issue and have a little more detail on my experience with the problem.
I have 2 computers, one is a Mac (10.12) and the other is a PC (Windows 7 Ultimate)
The issue is exactly the same on both computers.
It is impossible to use any of the Photoshop launch tools that open more than one file from Lightroom and merge it into a single file in Photoshop. CC 2015. Stacking, merge, layers... all fail with the following message:
The files could not be edited because Adobe Photoshop CC 2015.5 could not be launched.
That said, if I open PS first, then it works fine.
As for single files, LR can launch PS just fine; Edit in Photoshop CC 2015.

The most recent release of LR, CC 2015.7 / 6.7, introduced a bug with the Edit In Photoshop commands -- sometimes you need to start Photoshop first, as you discovered. Please add your me-too vote and add your opinion to this bug report in the official Adobe feedback forum: Lightroom 6.7: Opening photos in Photoshop from Lightroom using Edit In does not work correctly for some operations | Ph… . That will make it more likely Adobe will prioritize a fix, and you will be notified when the bug's status changes. The bug report also has another workaround listed at the end that has worked for at least some people.
