Adobe desktop apps are for the Mac OS X desktop operating system.
The iPad Pro runs the iOS mobile operating system. Apps for the iPad Pro must be downloaded from the Apple App Store.
Can you tell me please if that means that I have to pay for a second account or service besides the Adobe Creative Cloud?
Other question is, once I resolve the first previous question, the programs (or apps) as Photoshop and Light Room preserves the same functionality?

You wouldn't need to pay for a second account to use the mobile apps (they're free, but one needs to have a Creative Cloud membership to get some of the functionality within the mobile apps). The mobile apps don't have all the same features as the versions which run on a computer. They are really meant to be used in-conjunction with or to supplement working the programs on the computer.
That's means I can't do tethered capture and basic edition during a photo shoot if I wanna to send some samples to my client?
