IT may not be what you want but try with this. Many people are having a pr with this and it will be sorted but in the meantime ...
You need to set the correct permissions on the main Adobe folders. Try that first before delving into Terminal.
To change permissions Launch Finder
On the top menu click Go whilst holding down the Optn (Alt) key and choose Library.
Navigate to Application Support > Adobe
Whilst the Adobe folder is highlighted press Cmd+i to bring up the info dialog - see image below
Ensure you have read and write permissions by clicking the lock icon to change (you will be prompted for your usual administrator password)
Finally click the action pop-up menu (gear icon at bottom) and choose “Apply to enclosed items” or (optionally) give everyone read & write permissions.
Repeat for the Preferences and other Adobe folder (see file paths below) to ensure all three folders and their enclosed items have read and write access.

Many thanks but have altered permissions in all the files and still no go. Then went into terminal and did the three fixes recomended trying to launch LR after each fix but thats a no go as well
