After Effects render engine consuming device license regardless of ae_render_only_node.txt

I am running into an issue with installing Adobe After Effects rendering engine (specifically version CC 2015.2 (13.7.1)) on a group of about 20 computers -- my test install seems to be consuming one of our device licenses even though the rendering engine is supposed to be non-licensed. I am following the instructions listed here and here, but it does not seem to be working. Since we are using the Creative Cloud Packager, I am creating the ae_render_only_node.txt file prior to running the MSI installer. Once installed, After Effects does behave as though it is in rendering mode only (e.g. using the default After Effects start menu shortcuts will only launch the software in rendering engine mode).

Anyone have luck with this? Is there a catch I am missing?
