You can import .psd file in 3 different ways
- Footage - gives you flat image of your PSD file or one layer of your chosing of that psd file
- Composition and Composition - Retain Layer Sizes - gives you a composition with all layers visible and accesible from AE

I thought so. There are 2 most common reasons why you have flat posd in AE from layerd PSD oryginally saved:
1. You are importing in wrong way - instructions how to do that in my previous post
2. Your file from PSD is saved in color mode different than RGB or Grayscale (only those in AE are readable as layered .psd). So if your .psd file is saved f.eg in CMYK change it to RGB. You can check and change that in PS by going to Image/Mode/ ...and there change to RGB.
