If you want RGB colors to display in the document's assigned RGB space make sure the Edit>Transparency Blend space is set to RGB and View>Overprint/Separation and Proof Colors is unchecked.
Have done this but still nothing,
On the right - are shapes pasted from my previous document
On the top left - this is me creating that exact same colour - but it atomically turns into these darker shades?
Then if I use the colour picker on a shape created within this document (and choosing the bright colour) , it changes to the correct colour, and then I can also create any other colour in a brighter shade too..
(i did the same for the blue below)

Ah yes thats it! - Is there anyway to set that as default? Its strange thats it's suddenly on CMYK as default,
The Color Picker lets you pick RGB, Lab, or CMYK color, the position of your cursor determines the mode. If you wanted to get a color managed conversion from an RGB or Lab color to CMYK you could do it there.
The Color panel can be set to an initial default color space. With no documents open set it to the desired space.
