I haven't seen this but I will run a test. I'm assuming you mean import and replace usage.
Yes it is happening with dpxs and exrs. set to import and replace usage. It replaces them but takes just as long to render the QT as the original frames comp which should be lightning fast by just reading one image sequence not re doing all the work it just rendered.

Finding slow ram previews on image sequences. Much slower than footage by about a factor of 5.
Hey here is an easier test.
Set up two comps. A comp lets say 4k that feeds into a 1080 comp downstream.
Render both comps in the queue with the 4k comp first, set to import and replace usage.
You will notice the 1080 comps takes just as long as the 4k comp to render. This should not be, as if you just manually replace the render from the 4k comp by hand in the 1080 comp it will render in seconds.
No idea how this was broken in 2015 but it is a great slow down from how previous versions have worked and what import and replace usage is made for? It is calculating the 4k comp twice for some reason.
