A decent Chromebook running ChromeOS will cost you $250 USD, and a totally serviceable Win10 laptop can be had in the $450 range. If you're doing anything remotely sensitive with the machine (banking, healthcare, etc), upgrading to a modern OS is far, far cheaper than the fallout from identity theft or fraud, which is basically what you're asking for by running WinXP in 2016.
