Hopefully a quick question - do I need a Creative Cloud subscription to be able to use the Adobe apps (Illustrator Draw and Photoshop)? If I don't need a Creative Cloud subscription, can I use the files created on the apps in CS4?

you can have a look at Creative Cloud pricing and membership plans | Adobe Creative Cloud to see which versions/plans Adobe offers. Play around with the "slide switches".
What concerns your former files, CC is compatible to earlier versions too.
You can use the apps, but it's not possible to send a vector file from Adobe Draw to the CS4 version of Illustrator. You'd be able to save a .png.
We're looking at additional export options for Adobe Draw and Photoshop Sketch, but right now they both require the most recent Creative Cloud versions of our desktop apps.
