Getting ready do organizing hundreds of thousands of vector and png images I need for design. I purchased PSE just for the organizer then realized I could probably use Lightroom.
1. Which is best and why?
2. I'm delegating much of this work to virtual assistant. Is there anyway to do organizing and tagging from cloud storage other than downloading, tagging and uploading?
3. This is such a huge job I considered outsourcing it to the Philippine but worry about them copying and using my images?

PSE should do a good job. In fact it uses a SQL catalog database, the same as Lightroom. Additionally PSE has the notes field (not available in LR) where you can add further searchable information.
There is no global "best". Both programs do some things well and some things "not so well", and you should try both to see which one you like best.
Remote tagging (and remote editing) has been discussed many times in this forum, but since these applications were designed as a single user application, all suggested methods are somewhat of a workaround, and can be kind of tedious and detailed.
Outsourcing to the Phillipines ... well, I have no experience on that.
