If you are using jquery-UI draggable, you can disable drag with
sym.$('name_of_element').draggable( "disable" );
and then enable when needed
sym.$('name_of_element').draggable( "enable" );
This is a great idea as I am using jquery-1.10.2. When I added disable and enable into the Actions panel for each, all elements no longer show/hide when the "trigger" is clicked on. As soon as I remove the above strings everything works normal.
Could you explain to me how you set up everything?
You might want to do this a little differently but it is hard for me to know since I cannot see how things are on your timeline.
When an object is hidden with display off it should not be clickable or draggable - it is lile it is not there. So really I am not sure why you say your objects are clickable. If you are using opacity, then yes, they would be draggable.

I have it set up to where I have two placed images that I am using as triggers. When these images are clicked, they hide/show three more images that can be dragged and dropped (these are initially set to hidden in the Stage on creationComplete as sym.$("name_of_element").hidden(); ). I have done everything through the Actions panel and have each element as a different layer.
I'm sure there is probably a better way to set this up but my knowledge of Edge Animate up until now has been pretty limited.
I would do it differently,
Select your 3 elements on the stage and set them to display off
On you trigger events now you can set display on by using:
Change the name of your elements in the code. you should have 3 of them.
OR select them and give them a class name as below.
In this case the class name is newImage
now on your events you can use
Note: do not forget the dot in the name which means 'class'.
Depending where you code the triggers, you may need to change the code to;
