We have responsive and adaptive layouts in our backlog, so you should definitely add your thoughts here: Responsive artboards – Adobe XD Feedback : Feature Requests & Bugs As we don't have the feature, it doesn't make sense to add a UI kit for Bootstrap. Definitely keep an eye out for it in the future, though!
Regarding the second issue, that's definitely a bug and will be fixed in our next release.
The UI Kits that are built in are just xd files so you can make your own (though they won't appear on the welcome screen without hacking the welcome.js file which probably isn't recommended)

Obviously not responsive as such but it does give you some of the basic elements, wouldn't be hard to make a bootstrap one

I will take a look at the layouts in Dreamweaver maybe making a screen capture would work.
What I did was to visit the webpage that shows all the UI elements for foundation, I'm sure bootstrap will have the same kind of page some where, then go to http://cloudconvert.com/ and enter the URL for the UI element page, and convert this to svg
You can then open the svg in Xd and pull out the elements that you need, you may need to group/ungroup certain parts to make it work

Right now I'm using:

3. XD page layout and workflow demo
4. Dreamweaver final responsive HTML page coding
