Is it possible to cross-reference to a footnote in a footnote?

I am working on an 800+ page book. With thousands of footnotes, many of them cross-referenced. In MS Word, they are dynamically cross-referenced.

      For example:

      12. OSCE, Helsinki Final Act, Final Act of the First Conference on Security and Co-operation in Europe (CSCE) Summit of Heads of State or Government, Helsinki, 1 Aug. 1975.

      13. This is part of the first principle established in the Final Act, on ‘Sovereign equality, respect for the rights inherent in sovereignty’, OSCE (note 12).

The 'note 12' in footnote 13 should cross-reference and link to footnote 12.

And if a new note is inserted making note 12 become note 13, note 13 becomes note 14, and the cross-reference now in note 14 updates to 13.

I cannot seem to find anyway to do this in InDesign.

      Obvious solutions? Tips? Ideas?
