Unfortunately, InDesign doesn't provide any way to create cross-references to footnotes. Cross-reference targets are paragraph numbers, page numbers, and text anchors, but not footnote numbers. It appears that it would take some added logistics and a script to deal with that.

Cross references don't work for reference of footnotes within a footnote (e.g. See 1. and 2.)
The only way to do that is to not use Footnotes to create the footnotes, but instead use cross-references.
- Define a paragraph style that is a numbered list for the footnote text.
- Place the footnote text at the footnote locations (e.g. bottom of the page), and format with the paragraph style 'footnote text'.
- Add in-text reference number for the footnotes by clicking with Type tool at insertion point, and then inserting cross reference TO the footnote text (which is the numbered list), and ONLY display the NUMBER (this is part of cross-reference formatting).
- You can then use a second cross-reference format to add the notes.
