I can't upload video to Social Websites

I am trying to upload a video to YouTube. (Which I have done in the past). This time, when I click "Social Websites" - a warning comes up stating "social websites are not available".  Does anybody know why this is happening?  I am using a public library's wifi. Could that have anything to do with it?

      Thanks for your help.   Ellen

Uploading directly to social media sites can be challenging for any program because these sites are continually changing their upload settings.

Worst case, you can always manually output the video and then use YouTube's web site the upload the file. (If you're on a public wi-fi, I'd recommend you keep your video less than 5 minutes. Otherwise it will probably time out before the upload is finished.)

How you output a YouTube-ready video from Premiere Elements depends on which version of the program you're using. With version 14, you can simply use Export & Share/Quick Export.
