I have Premier Elements 13 installed on Windows 7 professional. I have been using it since last March. Now, suddenly, it wont start. It begins to start but then shuts down. I re-installed the Cloud app and uninstalled and re-installed Premier. The installation went fine and it accepted my serial number.
Try going to the ATI or nVidia site and downloading the latest drivers for your graphics card. You'd be surprised how many times this fixes this kind of problem.
