The CC Time Blend effect needs some serious reworking before it is compatible with the new architecture that is being introduced in After Effects CC 2015. I don't know if you need to bug the team at Cycore or the team at Adobe, but it hasn't yet been worked on and may never be if they don't get enough demand for it.
That being said, you still have access to it. Your subscription to After Effects includes all versions from CS6 onward. So your fee includes CS6, CC, CC 2014, and CC 2015! So, if you need CC Time Blend, simply install AE CC 2014. Any projects you've created in CC 2015 WILL WORK in CC 2014!
