I think your 2nd point is the Problem. My account is associated with Germany...which is correct. But the "check up" before buying thinks, im in Gibraltar....would be nice..but im not ^^
I dont use any proxy and my last trace shown that i go direct over german Telekom. So i donno why the system thinks im in Gibraltar.
That's strange indeed... Could you please try to log-out, delete the browser's cache and cookies, log-in again and try ordering again?
If you're on Windows, you could also try flushing your DNS cache: Microsoft TechNet - Flush and reset a client resolver cache using the ipconfig command
