You have to create one paragraph style for the paragraphs with the drop character and another paragraph style for the paragraphs without the drop character.
Nested styles are a different thing, they use a defined character style based on the use of selected characters, e.g. if you say use "character style xyz" up to 1 ".!?:" it will be use to the 1st appearance of . or ! or ? or : but you can also choose to include it to the first appearance.
Paragraph settings apply for the paragraph, until the next return character. So will also nested styles apply only to each paragraph and repeat after the next return if the same style is used.

you had to create 2 styles

Probably you have applied the character style to the whole paragraph.
