Look under the Edit menu. What are your Project Settings, as listed on the Project Settings/General page?
It looks like your baby clip is a still photo. If so, what is it's height and width, as measured in pixels?
In the program's preferences (under the Edit menu on a PC), is Default Scale to Frame Size checked?
Which Publish & Share options are you using to output your movie?

The background(baby) picture is 882x956 and the video size is 1920x1080
The background picture was set to scale to frame size, the videos were not so I changed that and go the same output.
I have tried 2 or 3 different output formats with the same result.
This sequence is part of a 30 minute video but I did trim out most of the rest and just left this sequence if it would I could
post the reduced version?
Try sizing that photo so that it's 1920 pixels wide -- and right-clicking on it on the timeline and unchecking Scale to Frame Size. That way you're working with a photo that actually files the frame rather than one artificially filling the frame.
No luck with resizing the background image and adjusting the scale to frame setting.
Any other thoughts would be appreciated.
One small bit of info. I opened up last years project which I created on the same computer with same program, re-rendered it and the videomerge worked fine.
I thought maybe something got updated on my computer since last year that messed up the render but I'm thinking that's not it now.
Could be. Otherwise, I can't even venture a guess.
For anyone who may have been interested in this thread I solved my problem.
Over the past few years I had been "keying Out" the green background with no problems.
This year, for some reason, I used the "Video Merge" and that was my problem.
When I went back and redid those area using the "Keying Out" procedure it worked great.
