Error messages can be a bit confusing. In fact, I did a Google search on your error message and found that it most often relates to cell phone usage.
Please describe exactly what you're doing when you see this message and what it prevents you from doing.

Meantime, let us know what operating system you're using and if it is a new computer or an upgraded operating system. Do you have any idea what this device driver message could mean?
Have you ensured you have all of the Windows updates, including non-critical updates that don't install automatically, as well as the latest version of Quicktime and the latest drivers for your graphics cards from the nVidia or ATI sites?
At a time, You can run Premier Elements on 2 different systems. So don't worry for unistalling if it is not working.
So to resolve the issue,
1. You need to uninstall Premier Elements.
2. Then You can try downloading CC cleaner from the path:

3. After cleaning system files from CC cleaner, please restart your system and then try to install Premiere Elements 14.

Thanks for the advice, but I am giving the disk to my grandson who is taking a film class in September. I hope he can install the disk without a problem. I am afraid to use the disk again and use up the 2 installations.

I am not a computer technical person; when I was working, I had an IT person to do the tech side, Now on my own, I find it difficult and I don't always understand the terminology!! Glad to know there are those out there who can figure these issues out. Computers can be wonderful and also drive you crazy at times!
