Control Panel Missing When Opening Documents

Ever since I upgraded to the latest Indesign CC 2015 (a couple of days ago) I have had the annoying problem that the control panel does not appear when opening a new document. The tool strip on the left and the floating panel strip on the right appear, but not the control panel (some people keep it at the top-- I keep it at the bottom of the document window). When I press tab, those strip disappear and then re-appear, but no control panel. My workaround is to choose a different workspace and then re-choose my custom workspace, and then the control panel appears. Then, instead of closing the application frame when finished with a document, I just hide the application frame until I am ready to use InDesign again. It's kind of a small issue, but very annoying and a drag on productivity.

I am using a MacBook Pro with system 10.9.5. I have tried trashing prefs, and that did not work.

Thank in advance for any help.
